Our office completely revised our sexual assault policy. First, I researched
other policies at other colleges, researched journal articles and then we
hired Katie Koestner for Campus Outreach ministries and Brett Sokolow at the
National Center for Higher Education Risk Management -- www.ncherm.org
After we revised/rewrote the policy based on our research of other policies,
they did extensive edits and revisions and it covers everything!

My campus is looking at revising our protocols. I know this was a topic =
that was on this list a few months ago. I have the really good =
compilation of guiding principles from Kris Montgomery (thank you, =
Kris). Does anyone have anything else really good you think we should =
look at?

When I first came to Rutgers 14 years ago, I saw a gross amount of
inconsistency in how students were treated when reporting a sexual assault.
As a multi-campus institution with 50,000 students, it was an overwhelming
task to try to develop a means to get the word out without stepping on the
toes of departments that had an individual protocol that worked in place.

After waiting until the time was right, I had a committee appointed to
develop a protocol that was clear, concise and took into account that it was
next to impossible to assure that everyone would do the same thing and
access the same resources. The committee developed a protocol that provided
assistance to staff and faculty for how to respond, included individual
department protocols such as those of the police and health service, and
provided for a "check-list" to help people remember what they needed to do
since so many people may never use the protocol or only on rare occasions.
However, we also reviewed those individual protocols to make sure they were
in sync with the philosophy of this department and with the approach we were
trying to convey.
When we had a final draft, we ran it by counsel's office for review.
Finally when it was done, it was sent to the president who formally accepted
it and directed his senior staff to work with me in providing training. I
had to go through the president's office as I needed his authority to make
everyone fall into line with training. What we needed up with was a
training program, 90 minutes in length, for staff who had direct contact
with students even if only with work study students. So, we included
support staff, chefs from dining service, facilities staff, as well as
academic and student life staff. (Undergraduate residence life staff was
done as part of the annual training in the fall). Each session was for no
more than 30-40 people and we did this training over an extended period
reaching almost 2000 staff and a small amount of faculty. I think the
training piece was the most important of the whole process.

The protocol is reviewed during the annual residence life training but what
we haven't done well is train staff new to the University.
