Although most businesses have indeed set up initial training and
policies to
address sexual harassment (during a spate of activity in the late 70's
and
80's, there has been very little ongoing movement and we've seen
sexual
harassment morph into different kinds of behaviors.  

In addition, on college campuses, there is much more behavior that is
more
akin to street harassment than business style harassment.  Like with
sexual
assault (and domestic violence and pornography and prostitution and
other
forms of sexism and violence) to be effective, campuses need to
initiate
sustained efforts, not just policy changes and one-time (or even
annual)
trainings.
