In response to Steve Thompson's request for information on blind
reporting - I don't have a definitive answer to the question of police
departments getting sued but I have never come across that as a concern.
We are doing it here with the St. Cloud Police Department and they had
no concerns about it. We developed it based on an article that was in
the Natl Sexual Violence Resource Center. You can find the newsletter
on their website at www.nsvrc.org. It refers to an article from the
1999 issue of the FBI Law Enforcement Bulletin which highlights the
protocol that was developed at the Chapel Hill Police Department with
Sabrina Garcia and Margaret Henderson of the Orange County Rape Crisis
Center. Check out the article and perhaps the guidelines that are
outlined would help convince the police department or the article might
help you track down the individuals that adopted this practice and they
may have more information for you.

Hi, The kinks are out of the consent forms and I'm looking for people
to
participate in studies that might justify funding for safehouses for
campus rape
survivors (how about a national chain?).
One survey is for professionals and paraprofessionals who have dealt
with
campus rape survivors or programming, and another is for rape survivors
or their
friends, people who have helped a survivor through the immediate
aftermath of
the rape. Both surveys are on the web but respondents need a pin number
and
to get that, and have to call me so I can make sure they're eligible.
No part
of this takes very long, and it's designed to be about services, not the

experience, so is not retraumatizing. Call me toll-free, 866-386-5657

Does anyone have any information regarding law enforcement officials
being sued if they do not do an investigation, if the name of the
offender is known? Our campus police believe they are liable if a
survivor gives them information concerning the offender. If this is in
fact the case, obviously fewer survivors will be coming forward. Thank
you for any information you can share.
